The most effective way to exercise direction and control under emergency conditions is to provide a single site for key officials—an Emergency Operating Center (EOC) or field location. The EOC provides a central location for authority and the dissemination of official information, and allows for face-to-face coordination among personnel who must direct local support operations.

The State of Nevada  response functions are conducted in the State Emergency Operations Center (SEOC). In the SEOC, representatives from various agencies coordinate response activities such as public alert and warnings, mobilization of response personnel and the coordination and application of resources. Direction and control of resources are coordinated by the DEM director and the Operations Manager.

Normal   Operations


Incident Requiring DEM Duty Officer (DO) Coordination but not requiring SEOC Activation.

Partial Activation


The situation is of such a scale that only a part of the DEM and SEOC staff will be needed to handle the incident. These types of incidents are usually attributed to single incident events that do not require multiple agencies or resources.

Full Activation


Disaster, the SEOC operation will consist of DEM staff members and others in a unified functional National Incident Management System (NIMS) structure. During these disasters the primary functions of the staff are Operations, Logistics, Planning, and Communications.

In the event of a m
ajor disaster in which  the Governor declares a state of emergency and following  a Presidential Declaration: The state will expand operations to work with the Federal Emergency Management Agency (FEMA) personnel are assigned to assist the State in the disaster.

 

Emergency Management
